Homeowners may soon be able to collect thousands of dollars in rebates for renovating their homes with better insulation and energy-saving windows and doors under a new economic stimulus bill the House passed Thursday called the Home Star bill.
This bill authorizes $5.7 billion over two years that supporters say may have the added benefits of invigorating the slumping construction industry while making Earth a little cleaner. Supporters also estimate 3 million households will make use of the new program, saving $9.2 billion in energy costs over a 10-year period, and creating 168,000 jobs, mainly in the recession-hit construction industry.
The Home Star bill was dubbed "Cash For Caulkers" after the popular "Cash For Clunkers" initiative in 2009.
